I am afraid that Krugman's explanation is nothing beyond the
vulgar comment one can easily find in popular books in
the history of policy-making.
Nobody believes in this except very vulgar Keynesians, if any.
Those sincerely engaged with HET cannot take it seriously, as
various postings here have already shown.
