Some archives do NOT allow flash so you should consider a camera with a reasonably good ISO performance at 800 or 1600.  I also strong suggest a
tripod which frees up your hands--most designed for video have pan and tilt
heads that can be reversed to shoot straight down from above.  I even had
good luck w/ such a setup using microfilm--prior to my library getting a
reasonably high speed and very high quality scanning microfilm reader.  On
the margin, given no flash, some form of shake reduction is probably
desireable even with a trippd unless you have a remote means of tripping the
shutter.
