EH.R: Query: Regulation in American federalism compared to regulation in the EU

Hello,

I am working with a graduate student, who is beginning a dissertation 
comparing regulation in American federalism to regulation in the EU. 
He has a hunch that patent policy is a rich site for comparative 
research.

Does anyone know good sources on the evolution of patent policy in the US?
