Abstract:
The main purpose of this research is to present
the development of the economies of Argentina and
Brazil, between 1870 and 1930, as part of the
development of the capitalist world economy, and
aims to understand how the external debt and the
economic policies of the Argentinean and
Brazilian states were conditioned by the dynamics
of the capitalist world economy represented by
the Kondratieff cycles and systemic cycles of
accumulation. It employs the theoretical and
methodological contributions of World-Systems
Political Economy, especially the methodology of
encompassing comparison. It concludes that the
economic activity, the economic policy and the
public external debt in Argentina and Brazil were
conditioned by the Kondratieff cycles and
systemic cycles of accumulation in the way
pointed out by Arrighi (1996) and Suter (1992).
The fact that both countries assumed the role of
producers of primary goods for the world markets
and of consumers of industrial goods produced in
core countries corresponded to the needs of
expansion of the capitalist world economy and was
associated with the formation of oligarchic
national states in both countries. These
developments were responsible for liberal
economic policies needed to fulfill these roles
and resulted in deep dependence upon external
indebtedness and high vulnerability to systemic
oscillations.
