Yes, it's in lower Manhattan, in the basement of the old Standard Oil building, at 28 Broadway. A previous WSJ article (May 29, 1998, page W9) describes it at greater length. "Modest but arresting" is one of the descriptions. "By its nature," the article states, "the museum relies heavily on documents and engraved stocks and bonds," including one of the first-ever Treasury bonds, issued in 1792 to George Washington.
